The Downtown Tulsa Improvement District (DTID) was created in 1981 with the intent to provide maintenance and management services to downtown public spaces over and above the normal City services and in cooperation with regular property owner maintenance. This cooperative effort results in maintaining a pleasing and productive atmosphere Downtown. Additionally, the DTID may periodically undertake limited capital repairs and improvements, as well as special categorical projects, where established needs may be met with available assessment dollars. The District encompasses all the area within the Inner Dispersal Loop, some 1.4 square miles, and represents some 1,400 properties.
Legislation enacted by the State of Oklahoma allows the governing body of the City to designate an area to be benefited by an Improvement District and to be subjected to payment of special assessments for a portion of the cost of the improvements and services provided. Currently, the Downtown Tulsa Improvement District provides Sidewalk and Street Cleaning, Pedestrian System Maintenance, Landscape Maintenance, Parking Shuttle Services, periodic enhanced Security provisions, related Capital Improvements and special Categorical Projects.
The Improvement District as created by the governing body is an entity of the City that maintains the structure and financial management of the District and Special Assessments through its annual budget process, usually part of the Urban Development Department's budget. Once a District is created, or recreated as needs arise, the District is in place for up to ten years. Annually, the governing body reviews and adopts the Assessment Role, prepared in accordance with formulas contained in the District creation documents and after due Public Hearing.
Formula for Assessments: Gross Square Footage x Block Weight x Base Rate
Notes:
A. Gross Square Footage equals the Square Footage of Land + Square Footage of Building.
B. Block Weight varies by parcel based upon the location of the parcel.
C. Base Rate, which is one of four amounts based upon the location of the parcel:
1. Basic Service Rate, outside of the Main Service Area
2. Main Service Area Rate
3. Main Service Area Core Rate
4. Main Service Area Enhanced Maintenance Rate
The Main Service Area (core area) is described as an area bounded by 1st, Denver, 7th and Detroit, plus the area bounded by 3rd, Houston, 6th and Denver. The Main Service Area Core rate effects a few parcels receiving some or all services and highest frequency of maintenance. The "Enhanced Maintenance rate" effects those parcels receiving the most benefit from current and future pedestrian oriented streets and associated maintenance.
The City provides all services to the District through an annually negotiated Management Contract with Tul-Center, Inc. Tul-Center is a private non-profit Corporation formed specifically to manage and coordinate District Services on behalf of Downtown property owners and commercial interests. Tul-Center awards certain work to sub-contractors after receiving informal bids, or accomplishes much of the work with employees on staff and equipment dedicated only to the Downtown area. This arrangement allows maximum flexibility to be maintained in order to respond to the daily changing needs involved with keeping the Downtown area clean, safe and attractive in the most cost-effective manner. Additionally, manpower may be utilized and coordinated with the City's Misdemeanant Program, rehabilitation Foundations and other leveraging of community resources, resulting in mutually beneficial relationships and additional services. The continuity of annual negotiation with Tul-Center, makes it possible to plan ahead for the mid and long-term as well as for annual projects and programs unencumbered by fragmentation and the diversity of control and management. |
